In collaboration with the National Center of Information and Forecast (NCIF) under Ministry of Planning and Investment, United Nation Development Programme (UNDP) held a 5-day workshop to introduce and provide training course on CLEWS model that supports Sustainable Development policy making, including energy sector. Institute of Energy (IE) experts positively took part in the workshop
The Global CLEWS, abbreviated by Climate – Land – Energy – Water – System, provides useful insights about the relationships among water, energy, climate, and land and material use at the global scale. It was developed to inform the United Nations Conference on Sustainable Development 2012 in Brazil, also commonly called Rio+20 discussions.
In the opening remark, UNDP Vietnam representative Mr. Nguyễn Tiên Phong said that UNDP supports to develop this model for Vietnam in order to enhance capacity on Sustainable Development policy making.
This workshop focuses on Energy sector, conducted by UNDP international expert team with participation of several local institutes of public policy under various ministries. UNDP experts provided the basic concepts on CLEWS model as well as Sustainable Development issues in energy sector.
According to Mr. Eduardo Zepeda, chief of international expert team, UNDP intends to set up a local team including experts from various and concerning backgrounds to develop CLEWS model for Vietnamese case. The local team will operate under a continuous of an from international team assigned by UNDP in one year.
After the workshop, on October 23 the international expert team had a positive discussion with IE expersts about possibility of applying CLEWS in Vietnam. On behalf of IE, Dr. Nguyễn Ngọc Hưng, Deputy Manager of Energy Economics and Demand Forecast and DSM dept., highly appreciated the model. According to Dr. Hung, IE currently uses MALKAL and TIMES models to facilitate energy planning. However this couple does not integrated environment impact assessment function. In additional, IE expects to involve in the project as a local consultant that could provide consultanly services for the development of CLEWS for Vietnam.
