In the morning of 10 January 2014, Institute of Energy and Energy Alliance represented by Green Innovation and Development Center (GreenID) co-organized a Stakeholder Dialogue on Power Development Planning in Vietnam
The workshop aimed to be a chance for stakeholders nationwide to share information, discuss and contribute ideas on power development planning in Vietnam. The dialogue attracted more than 40 participants from state management agencies, research institutes, consulting companies, social and non-governmental organizations, embassies and international organizations such as UNDP, GIZ, WWF, etc.
At the dialogue, energy experts in turn shared knowledge on framework, traditional and emerging methodologies in power development planning in the world, the practical framework and methodology of power development planning in Vietnam, independent assessment on the constraints and challenges of Vietnam National Power Development Plan 7 (PDP7), observations on the Strategic Environment Assessments for PDP7 and lessons learnt, the difficulties and challenges in power development planning in Vietnam and solutions. Changes in the new Electricity Law of Vietnam and its impacts on the power development planning were also discussed.
At the dialogue, the participants actively discussed and pointed out several limitations of Vietnam’s national power development plans, such as inaccurate input data (e.g. the forecasted GDP growth rates are considerably higher than the actually achieved number), leading to too high power demand forecast; lack of overall plans for energy and energy security; lack of integration between power development plan and other plans such as primary energy plan, infrastructure development plan; the limited proportion of renewable energy, especially some highly potential sources such as biomass, solid waste in the power development plan; and the loose monitoring and supervision of power plan realization, etc.
The participants agreed that to overcome the restrictions and difficulties of power development planning process, stakeholders needed to cooperate in conducting basic researches to ensure the accuracy of input data, improving the planning methodologies, carrying out overall energy and energy security plans to ensure the synchronism and connection among different types of plans, financing the plan developers to monitor, inspect and report plan realization status to competent authority, etc. The dedicated remarks and contributions of all participants were acknowledged for further consideration to improve the quality of power development planning and plan realization in the future.
